If the store allows you to buy (and it will be an eBay gift card), of course.
The real issue is whether I will use the card. Cannot be used by persons under 18 years of age. Anyone who doesn't have a credit card can't create a PayPal account and that's fine.
You are 18 years old to use PayPal, but PayPal can be a free gift.
