When two or more companies agree to provide backlinks to each other. As long as the companies share the urgency and concerns, there should be no worries and reciprocity should be mutually beneficial. However, if there is no relevance or common themes, a link to a website can prevent search engines from indexing the site.

Now, Google is less likely to get much smarter. As long as your reciprocal links are random, you don't have to worry about them negatively impacting your rankings.
