I have never owned a mini ACD / Blue Healer.

I have a 5 month pure blue healer. But he looked younger, only 24 pounds and one foot taller. Is it normal for a standard size dog or could it be mini?

No such thing. You have an Australian Shepherd and no MINI dogs. All you need is a purebred Rly dog from a baker's ■■■■■■■, pet store or dog factory. Check breeding standards.
