The core algorithm is essentially the algorithm that is a core part of Google's ranking functionality. To be fair, there's been a lot of confusion among SEOs about what exactly determines the underlying algorithm, and Google hasn't been clear about that either.

After the Panda update, Andrey Lipattsev, Senior Search Quality Strategist at Google, said that a simple algorithm is one that Google doesn't have to worry about or worry about anymore. According to him, the basic algorithm (PageRank is a good example) has passed the experimental stage and now works on its own and will continue to work unchanged for the foreseeable future.
