Does the parakeet speak stubbornly?

All parquets speak, they are called imaginary parquets. Because of their rare color, everyone can talk. When I bought my (rare parakeet) the store told me they don't talk, but I went online and surfed YouTube and there were some lovely parakeets that sing very clearly. He was seen almost whispering. I really like the guy who gives r2d2 sound!
