Do these MOS and 46Q public relations experts need security clearance? If so, what kind of customs duty? I checked and he said no, but I heard they both need permission so anyone we know would be welcome to help, thank you!

The answer to your question is yes. Both MOS require covert security permissions. Sometimes wrong because the MOS rating may change. My source for this information is Smartbook DA PAM 61121 MOS. That's what they say about the Palm 61121.
